Linking Library (500-1,000)
Service Center 1 (1,000-2,500)
Service Center 2 (2,500-10,000)
Level 1 Major Service Center (10,000-25,000)
Level 2 Major Service Center (25,000-100,000)

Service Level Population
Gateway Library Fewer than 500 people
Linking Library 500 – 1,000 people
Service Center 1,000 – 2,500 people
Service Center II 2,500-10,000 people
Level I Major Service Center 10,000-25,000
Level II Major Service Center 25,000-100,000
Major Resource Library more than 100,000 people
